Rauf Aliyev

Rauf Zeynal Aliyev was born on July 23, 1992, in the city of Shusha, Azerbaijan.

Between 2009 and 2013, he earned a Bachelor's degree in Finance from the Azerbaijan State University of Economics (UNEC). He subsequently completed a Master's degree in Business Administration at the same university between 2014 and 2016.

He began his academic career in 2020. From 2020 to 2023, he worked at the Institute of Law and Human Rights, a public legal entity, first as a Research Fellow and later as a Senior Research Fellow.

By the decision of the Higher Attestation Commission under the President of the Republic of Azerbaijan dated June 11, 2026, Rauf Zeynal Aliyev was awarded the academic degree of Doctor of Philosophy (PhD) in Law, specializing in International Law and Human Rights.

He is actively engaged in various entrepreneurial activities. Since 2014, he has been the founder of Z-Commerz LLC, and since 2016, the founder of Brillaince İAŞƏ LLC.

Since 2017, he has been a shareholder of Mega Sığorta OJSC and a member of the Supervisory Board of Rabitabank OJSC.
